first of all, the department of emergency management. we've become really kindred spirits in this whole process and we have been working with the poor, we've been working with the fire department, the police department, and who knows where else in this city. but there's just a lot of things i guess most of all martha cohen works with us on this. thank you for all you do to make this happen. i do want to say the importance of the mission of the disaster response, we have a saying in the marine corps, never put yourself in a position where you have to introduce yourself from the battle field. get to know each other before something happens. and that's what this is about. and we've gotten to know these military and these civilian folks that are going to have to work together when a big catastrophic earthquake happens. we don't know when it will happen. we do know that one of these days everybody predicts we're going to have one. there's a lot of other events that go on during fleet week and it's the fun part. the air show is back. the blue

the reason why i sit with many of our first responders on our city's disaster council, the reason why a few years ago chief white and i led almost a half a billion dollar bond campaign to rebuild the water, fire, and police infrastructure. about every six months i literally wake up in the middle of the night thinking about what would happen if a disaster struck our city. and i think about this and i think i have these nightmares really for three reasons. one, everyone who lives in san francisco knows that in 1906 we were hit not just by an earthquake, but by an earthquake that led to a fire that burned down literally every single neighborhood in the district that i currently represent in the northeast part of san francisco. another reason why i wake up in the middle of the night, though, has to do with an experience i had 7 years ago in 2005, which i think i might have shared with some of you here on this ship today. in november of 2005 i was asked when i was running a technology company before i joined the board of supervisors to show up at the city of the site of a client. that city

on bedbugs in the city and county of san francisco. prior to that hearing actually a group of many of our residents from neighborhoods, chinatown and south of market and the tenderloin had been convening meetings fore over a year to discuss what we could do about the citywide epidemic that has been plaguing our neighborhoods. through the work group this legislation came forwards a series of recommendations on what we could do to better abate bedbugs and the bedbug abatement issue here in san francisco. this legislation will address three primary issues. the first of course is to actually collect data on bedbug abatement. so to require pest control operators to report to the department of public health on bedbug abatements and to have disclosures and create better information by the city and county of san francisco for tenants, our operators and for our property owners. so i wanted to call up two individuals who have been working very steadily on this project. mr. vining and miss chung.
